How to Become a FIFA-Licensed Football Agent
Follow these six steps to go from aspiring agent to FIFA-licensed professional.
Step 1
Check Your Eligibility
You must be at least 18 years old, possess an impeccable reputation (clean criminal record), and have no conflicts of interest with FIFA, confederations, leagues, clubs, or players. You must also hold a valid government-issued photo ID. No specific educational background or degree is required. The FIFA General Secretariat investigates compliance with these requirements and can reject your application at any stage.

Step 2
Create Your FIFA Agent Platform Account
Register on the FIFA Agent Platform (FAP) at agents.fifa.com during an open Application Window. Complete your profile, upload your government-issued photo ID, and submit your licence application. You will need to pay the Exam Fee through the Platform. FIFA will verify your identity and eligibility. The application process is strictly personal — FIFA may correspond with your authorised representative, but the process itself cannot be delegated.
Step 2
Create Your FIFA Agent Platform Account
Register on the FIFA Agent Platform (FAP) at agents.fifa.com during an open Application Window. Complete your profile, upload your government-issued photo ID, and submit your licence application. You will need to pay the Exam Fee through the Platform. FIFA will verify your identity and eligibility. The application process is strictly personal — FIFA may correspond with your authorised representative, but the process itself cannot be delegated.
Step 3
Study the Official Materials
Download the official FIFA Study Materials (January 2026 edition, 1,010 pages). These cover the FIFA Statutes, the FFAR, the RSTP, the FIFA Disciplinary Code, the Code of Ethics, the Clearing House Regulations, the Procedural Rules Governing the Football Tribunal, FIFA Guardians Safeguarding materials, and relevant FIFA circulars. The exam is open-book — you can access these materials digitally within the exam interface, but no printed copies are allowed.
Step 3
Study the Official Materials
Download the official FIFA Study Materials (January 2026 edition, 1,010 pages). These cover the FIFA Statutes, the FFAR, the RSTP, the FIFA Disciplinary Code, the Code of Ethics, the Clearing House Regulations, the Procedural Rules Governing the Football Tribunal, FIFA Guardians Safeguarding materials, and relevant FIFA circulars. The exam is open-book — you can access these materials digitally within the exam interface, but no printed copies are allowed.

Complete the Pre-Exam Readiness Check & Register
Before sitting the exam, you must complete a mandatory Pre-Exam Readiness Check on the Platform. This simulates the exam experience and verifies that your devices (laptop/desktop with camera and microphone, plus a smartphone) meet the technical requirements. Select your exam time slot, language (English, French, German, or Spanish), and ensure you have a private, quiet room with stable internet connectivity.
Step 4
Complete the Pre-Exam Readiness Check & Register
Before sitting the exam, you must complete a mandatory Pre-Exam Readiness Check on the Platform. Each question has four options and may have one or more correct answers. You need at least 75% (15/20) to pass. The exam uses Safe Exam Browser — no other software, websites, or browsers may be accessed during the exam. No other person may be in the room. There is no limit on the number of attempts, but you must pay the Exam Fee each time.
Step 5
Take the FIFA Football Agent Exam

You can now represent players, clubs, and fellow agents in football transactions worldwide. All Representation Agreements must be registered on the FIFA Agent Platform, and your agent activities are subject to the FFAR, the Code of Ethics, and ongoing compliance requirements.
Step 6
Obtain Your Licence & Start Operating
Upon passing the exam, FIFA issues your Football Agent Licence through the Platform. You must pay an annual fee to FIFA to maintain your licence. You can now represent players, clubs, and fellow agents in football transactions worldwide. All Representation Agreements must be registered on the FIFA Agent Platform, and your agent activities are subject to the FFAR, the Code of Ethics, and ongoing compliance requirements.
